You're so right, Jeffrey! You can't foster an environment of initiative within a culture of confinement and risk.
You can engender motivation, interest, engagement, and initiative within a culture focused on learning.
Employees and volunteers within an organization that identifies itself as a "learning culture" will take more risks and innovate more often because they know that if they fail the focus won't be on them but on the experience and what was learned from it.
"Learning" doesn't just belong to HR and PD and Education departments. It's a leadership function and attitude that can lead to past the "tell me what to do" mentality, don't you think?
